Why Panama?
A treaty permit for Italian nationals. Servicio Nacional de Migracion grants an indefinite permanent-residence permit exclusively to foreigners of Italian nationality who will live in Panama. Official category: PRP-CPI, Tratado de Amistad, Comercio y Navegacion entre Panama e Italia (Ley 15 of 1966 / Resolucion 4803 of 2012).
Indefinite from the start. Migracion states this permit does not require an extension. You still show an economic or professional purpose in Panama and sufficient solvency.
A dollar economy and a territorial tax system. Foreign-source income sits outside Panama tax when you are structured correctly.
You must be Italian. The official list asks for an Italian passport, citizenship certificate, or Italian seaman's book that states the holder is an Italian citizen, plus an Italian ID or residence card.
Who This Is For
Italian citizens who will live in Panama and can show an economic or professional purpose here.
Italians opening or holding a Panama company who can present share certificates and the company Public Registry extract.
Italians with a Panama employment contract endorsed by the Ministry of Labor at a salary of at least B/.850.
Italians who can show solvency with a bank letter or last-month statement that Migracion accepts (official text: saldo de por lo menos cuatro cifras medias, or other income proof they accept).
Not for: non-Italian spouses as the principal applicant. Dependents go on the Italian principal's file with a responsibility letter and proof of kinship.
The Process
Step 1: Document Preparation
We collect the Italian passport or citizenship proof, Italian ID or residence card, apostilled criminal record, health certificate, sworn background form, and the economic-purpose documents (company shares and Public Registry, or a Labor-endorsed contract at B/.850 or more).
Step 2: Solvency and Banking
We prepare the bank certification or last-month statement Migracion will accept as sufficient solvency, and open or use a Panama account when that is the cleanest proof.
Step 3: File at Migracion
Our Panama attorneys file the PRP-CPI application with a notarized power of attorney (parents' names and nationalities) and the B/.250 certified check to the National Treasury.
Step 4: Indefinite Permit and E-Cedula
On approval you receive the indefinite treaty permit. No extension of the permit itself. We then take you through E-Cedula issuance if you want the resident ID.
Requirements
From Servicio Nacional de Migracion, Permiso de Residente Permanente por Tratado Panama-Italia (PRP-CPI):
Italian nationality. Italian passport, citizenship certificate, or Italian seaman's book stating the holder is an Italian citizen.
Italian ID or Italian residence card.
Notarized power of attorney and application stating your parents' names and nationalities.
Passport copy, notarized or authenticated, plus three photos.
Criminal record and health certificate.
Sworn personal-background form.
Certified check for B/.250 to the National Treasury.
Economic or professional purpose in Panama, shown by one of: paid nominative share certificates plus the company's Public Registry extract; or an employment contract endorsed by the Ministry of Labor at a salary of at least B/.850; plus the Public Registry of the company in either case.
Solvency: bank certification or last-month statement showing a mid-four-figure balance, or other income proof Migracion accepts.
Dependents: notarized responsibility and repatriation letter, proof of kinship, proof of address, and (if 18+) single-status and study certificates.

Important Notes
Italian nationals only as the principal. That is the official grant language.
Indefinite permit. Migracion says it does not require an extension. You still have to keep the economic or professional purpose and solvency story coherent.
Purpose documents are not optional. Shares plus Public Registry, or a Labor-endorsed contract at B/.850 or more. A tourist stay is not a purpose.
Solvency is "cuatro cifras medias" or other proof they accept. We will not invent a single official dollar number beyond that wording and the B/.850 salary floor on the employment route.
This is residence, not citizenship. Naturalization is a later, separate application.
