Why Panama?
Residence on a university degree. Servicio Nacional de Migracion grants a provisional permit to a foreign professional whose profession is not reserved by the Constitution or by law to Panamanian nationals. Official category: PPT-PROF (Extranjero Profesional). Legal basis: Decreto Ejecutivo 804 of 9 October 2012.
Then permanent residence. After the provisional term you file PRP-PROF. Migracion's list says you resubmit the prior requirements except the criminal record and the checks.
The degree has to be real and recognized. You file an apostilled bachelor's, master's, or doctorate. A foreign diploma also needs the official homologacion certificate. A Panama diploma needs the university's certified-copy seal.
A dollar economy and a territorial tax system. Foreign-source income sits outside Panama tax when you are structured correctly.

The Process
Step 1: Confirm the Degree and the Profession
We check that the diploma is a university title Migracion will accept and that the profession is not reserved to Panamanians. Foreign diplomas go through homologacion before we file.
Step 2: Document Preparation
We assemble the official PPT-PROF pack: power of attorney (parents' names and nationalities), passport, criminal record, health certificate, sworn form, the two certified checks (B/.250 to the National Treasury and B/.800 to Servicio Nacional de Migracion), and the apostilled diploma plus homologacion.
Step 3: File Provisional Residence
Our Panama attorneys file at Servicio Nacional de Migracion. You travel for biometrics and the carnet de tramite. That card is not the final residence.
Step 4: Permanent Residence
We then file PRP-PROF. Official instruction: same requirements except the criminal record and the checks.
Requirements
From Servicio Nacional de Migracion, Extranjero Profesional (PPT-PROF / PRP-PROF):
University diploma (licenciatura, maestria, or doctorado), apostilled or authenticated. A Panama diploma needs the university seal as a true copy of the original.
Homologacion certificate if the diploma is foreign.
Profession not reserved to Panamanian nationals by the Constitution or by law.
Notarized power of attorney and application stating your parents' names and nationalities.
Passport copy, notarized or authenticated, plus three photos.
Criminal record and health certificate.
Sworn personal-background form.
Certified checks: B/.250 to the National Treasury and B/.800 to Servicio Nacional de Migracion.

Important Notes
A degree is not enough if the profession is reserved. Migracion will not grant this permit for a field the Constitution or a statute keeps for Panamanian nationals. We screen that first.
Foreign diplomas need homologacion. That is on the official list. Plan time for it.
Provisional first, then permanent. Official sequence. The carnet de tramite is not permanent residence.
This is residence, not citizenship. Naturalization is a later, separate application.
